Tier progression

Rising and Signature can be entry outcomes. Elite is earned later; no photographer joins as Elite.

ICON tiers are marketplace trust signals. Application review can approve a photographer as Rising or provisional Signature. Elite requires verified ICON performance over time: completed sessions, client ratings, reliability, delivery quality, and clean safety/support history.
